Hi Teachers I saw this writing from a website. It showed the pictures about making the bow tie that man wear. The website said Band 9 writing, but I am confused with active passive. In Task 1 I learned that for process we use passive? This does not look IELTS. What is your opinion, please?

This is not an IELTS essay. Was it an Academic English website? In AE, students are often taught to write 'how to' reports, such as how to change a tyre, or make a cheeseburger, and this would be a good basic attempt. For IELTS, process reports should really use passive and be formal and impersonal in tone. Just making those changes would improve it:
To begin with, the tie should be is placed around the neck, with one end slightly longer than the other. Then place the longer end the longer end is placed over the other and passed it upwards and behind the point where the two ends cross.
Next, take the other end of the tie and bend it is bent twice to form an ‘S’ shape. Bring The longer end is brought down and in front, so that it holds the ‘S’ curve is held in place. Now comes the trickiest part of the process. Take The long end of the tie and form is formed into a similar ‘S’ shape before passing it being passed through the narrow gap behind the other end. This creates A knot is created and the bow should now be held to hold/holding the bow securely in place.
Finally, adjust both sides of the bow are adjusted to make it symmetrical and prepare to be the envy of your friends.
There is little lexical variety, but without the diagram, it s hard to say whether less common vocabulary could have been used.
In terms of bands, it is NOT a Band 9!
My advice is for process diagrams, use passive for the process where appropriate. Reference to stages (the first step is ...), the introduction and overview should be active.
